SUMMARY OF BOROUGH OF HANOVER COUNCIL MEETING HELD ON DECEMBER 23, 2025

The following are the highlights of the Borough Council’s meeting held on December 23, 2025. Supporting documents on most items of Council business are available on the Borough website (www.HanoverBoroughPA.gov) under “Agendas and Minutes”.

 

BOROUGH COUNCIL ACTIONS AND ANNOUNCEMENTS:

 

CERTIFICATES OF APPRECIATION: Council Vice-President Tim Kress presented certificates of appreciation to outgoing elected officials: Bill Reichart, Carol Greenholt, Edward D. Lookenbill, Jr., and SueAnn Whitman whose terms end December 31, 2025.

 

2026 BUDGET: Approval was granted for Resolution No. 1453 adopting the Budget for fiscal year 2026 for all Hanover Borough accounts.

 

2026 TAXES RATES: Approval was granted for Resolution No. 1454 levying the taxes for fiscal year 2026 and fixing collection rates thereon.

 

FIRE COMMISSION BUDGET: Approval was granted for the 2026 Fire Commission Budget as amended.

 

2026 NON-UNION COMPENSATION AND HEALTH INSURANCE: Approval was granted for Resolution #1455 for 2026 Compensation and Health Insurance for Non-Union Employees.

 

GENERAL LIABILITY AND WORKERS COMPENSATION: Approval was granted for the 2026 General Liability and Workers Compensation Insurance.

 

MISCELLANEOUS FEE UPDATE: Approval was granted for Resolution No. 1456 for the Miscellaneous Fee Schedule.

 

PAYGRADE MODIFICATION: Approval was granted for the AFSCME Blue Memorandum of Understanding to modify pay grade for the RWWTP lead operator.

 

SEWER CREDIT: Approval was granted for a sewer credit in the amount of $2,140.54 to Robner Rijo for 715 Blossom Drive according to Resolution No. 1067.

 

APPOINTMENT AND REAPPOINTMENT POLICY: Approval was granted for the amended policy to include optional recommendation from respective Commission or Board prior to Council approval.

CDBG GRANT EXTENSION: Approval was granted to amend Community Development Block Grant contracts #45572779 and #45572675 for a time extension until June 30, 2026 for the East Hanover Street Curb and Sidewalk Improvements.

 

POLICE ELIGIBILITY LIST: Approval was granted to direct the Civil Service Commission to establish a promotional eligibility list for the positions of Sergeant and Lieutenant.

 

TUITION REIMBURSEMENT REQUEST: Approval was granted for Tuition Reimbursement Course Approval from Sergeant Joshua Brady to pursue a Bachelor’s Degree in Criminal Justice / Police Administration and Operations with Southern New Hampshire University.

 

UTILITY SERVICE INSURANCE PROGRAM: Approval was granted to authorize engagement with NLC Service Line Program for voluntary coverage of service laterals / plumbing.

 

REAL TIME AI WASTEWATER OPTIMIZATION: Approval was granted to authorize Rhule, LLC to identify and secure grant funding for pilot project to optimize water and wastewater treatment operations.

 

ELM AVENUE – PENNDOT COST REIMBURSEMENT: Approval was granted to authorize the execution of a reimbursement agreement for the replacement of an existing 12” diameter water main on Elm Avenue.

 

GEOTECHNICAL BORING: Approval was granted for an access agreement with Mid-Atlantic, LLC to permit a limited geotechnical investigation on property at 319 Wilson Avenue.

PRELIMINARY/FINAL SUBDIVISION PLAN – MOUL AVENUE: Approval was granted for Resolution No. 1457 for a preliminary/final subdivision plan for two single family residential lots at 128 Moul Avenue.

 

PRELIMINARY/FINAL SUBDIVISION PLAN – EICHELBERGER STREET: Approval was granted for Resolution No. 1458 for a preliminary/final subdivision plan for one commercial lot at 1091 Eichelberger Street.

 

NATIONAL PFAs LITIGATION: Approval was granted for participation in Phase II of the National PFAS/PFOS Litigation and to engage Napoli Shkolnik, PLLC as special counsel on a contingent fee basis.

 

2026 MAIN STREET ALLOCATION: Approval was granted for Ordinance No. 2383 in the amount of $40,000.

 

2026 HANOVER ECONOMIC DEVELOPMENT CORPORATION (HEDC) ALLOCATION: Approval was granted for Ordinance No. 2384 in the amount of $30,000 to coincide with timeline increments of $10,000 as stipulated in the ordinance.
